LoCo Handover Process

The handover of a LoCo leadership can be a request from the current leaders or by prospective leaders willing to take over the LoCo. I think we can review handover request submission and discussions here once again, ask few more questions then make decision with vote.

@younggunner14 @utsavdotdev @saileshsingh36 Questions for prospective leaders:

• Who will be the main contact person and who will be backup contacts? Could you add this info on “List of prospective leaders” table?
• Could at least one of prospective leaders register pgp key on launchpad? So that you can receive dns key for ubuntu-**.org later if you need. - You may do this later handover process complete.
• We have received some concerns privately that most of foss activities in Nepal seem to be quite centralized with Students from Xt. Savier’s College which might lead to potential sustainability and diversity issues (Something like what if current generation of those folks all graduate, get hired and busy then nobody left to continue leading those local foss chapters?) - Do you also have any plans to also involve students from other universities as well as people with career fields on the team in near future?
