Unable to update from 25.04 to 25.10 due to TPM FDE

Problem Description:
Hey all, I attempted to upgrade my 25.04 install to 25.10 using do-release-upgrade -d, unfortunately it I got the following message


Sorry, cannot upgrade this system to 25.10

Upgrades for desktop systems running TPM FDE are not currently
supported. Please see Bug #2065229 “Upgrades to 24.04 LTS should be temporarily preven...” : Bugs : ubuntu-release-upgrader package : Ubuntu for more
information.

I did check the launchpad bug which was related to upgrades to 24.04, but this seems to have been fixed and closed so just wanted to know if it’s something the Canonical team are planning on allowing eventually or if it’s expected that users with TPM FDE enabled would have to do a clean install for 25.10 or even the upcoming 26.04 LTS.

TPM FDE is an experimental feature, they warn about that in the installer. That bug report actually seems to be testing to make sure that the user CAN’T upgrade at all; as in, being able to upgrade to a new release with TPM FDE would be considered a bug. It’s not supported.

That upgrade method is not supported. Do not expect it to work for all use cases.

Perhaps be patient while all upgrade methods are worked on? A lot has to be done in ubuntu-release-upgrader to get certain quirks, such as that, to work.

The bug you linked is old and doesn’t pertain to this.

And as @ashleythorne said, TPM FDE is experimental, and therefore, not supported anyhow.

What you’re asking for may very well be out-of-scope.

Thanks for the responses, everyone. Clearly I misread that launchpad bug, I guess I’ll be waiting until the next LTS to do a clean install.
