The fingerprint reader is working without issues since the beginning of times. c :
I installed oem-somerville-lapras-meta
, rebooted but the camera is not being recognized by Cheese, VLC or Chrome. :c
I checked again with the Additional Drivers GUI, unselected the Lapras, rebooted, installed again and selected again from Drivers GUI.
Launching Cheese from terminal shows the same error (with different ports)

My cam works now.
I went back to the Software & Updates GUI, removed the few repeated entries for http://dell.archive.canonical.com/ jammy somerville. After I saved the changes, it updated the cache, I rebooted and then I went back to the Additional Drivers and I found some new drivers.

This is the configuration that enables my camera:
The libia-* libgcss-* and libcamhal* were installed again.
libipu-* was not installed again
The camera is recognized by Cheese but is not working. I can live with that. : D
