install the package with this command:
sudo dpkg -i Bisq-2.1.6.deb

Step 5.
sudo apt -f install

with one : sudo apt install ./Bisq-2.1.6.deb

I ask for my next future new installations if it is fine .

Yes. It’s extremely unlikely you would ever run into a case where the 2-command way is required.
