There often isn’t an announcement. Mark used to blog about them, but that was a long while back. These days someone on foundations gets the name, and punches buttons in launchpad to make the series, the mailing list etc.
Once the archive is open, there will be an email to the ubuntu-devel list (like this one for when noble opened).
There will also be a release schedule posted here.
But I imagine everyone is recovering from release week right now.

Very nice name. I guess now we can turn our attention to the next one, Ubuntu 25.04 ‘Pink Panther’, with the brand-new installer A Shot in the Dark.
