This is working as designed.
The ubuntu-24.04-desktop-amd64
ISO was built before there was an update to the signing keys used to authorise the UEFI installation. If we jumped in a time machine back to April 2024, that ISO would still work. But since the signing keys were changed, that ISO is no longer installable on a system with the new keys.
That’s normal, and function of a working secure boot environment.
