PSA: updating the default tracks to `24` (`ubuntu-frame*`, `*-test-tools`)

We’ve had a couple stable releases on the 24 track now, and have updated all documentation to be base: core24. It’s now time to switch the default.

NB: this is a non-breaking change. Current deployments will continue to track whichever channel they’re currently on. Only new deployments are affected, if they don’t choose a channel explicitly, and you definitely should select one, for any production deployment.

The following snaps will have its default track changed to 24:

This will be effective a week from now, December 11th, 2024.
