I upgraded from 22.04 about a month ago and I ended up missing a lot of stuff and the system would only boot to a command prompt. I was able to fix everything from there and things seemed good. I’ve run into a couple of things that needed to be manually upgraded, but now when I run the software updater GUI I get the message that only a partial upgrade is available. I was not getting it until a couple of days ago.
Running sudo apt upgrade gives me this:

When I just tried to chose ‘partial upgrade’ I got a message saying cannot upgrade to Jammy from Noble which made me think there was a PPA somewhere, but I have scoured the list and removed all the unchecked jammy entries, yet I am still getting the partial uprade message.
The phasing is perfectly normal in Ubuntu nowadays, phased updates prevent you from getting potentially broken packages, they are rolled out gradually to people and if someone finds an issue they get rolled back, please see:
You can either copy paste the list of packages and call apt install with the complete list to override the phasing or simply be patient until the phasing period is over and they will just show up as normal updates.
I don’t think this partial update message I get every time now has anything to do with phased updates. There was a prompt to enable Ubuntu Pro which was already enabled. I turned it off and back on again, but nothing has changed
No, that is exactly what it said. Cannot update Noble from Jammy. I thought it was bizarre myself because it isn’t possible (which is maybe why it stopped)
I get the phased upgrade notices on the Servers and Desktop I have running Ubuntu when I was running prior to and including 24.04 . Like has been mentioned there are reason for the held back updates. I ignore the message it’s not a warning, or anything just basically a notification. That clears up within a couple of weeks when released.
At first I was concerned (years ago), then realized it for what it was. Basically a notice of a update pending final approval for release.
