«+ New Topic» button does not appear to new user that just logged in

A new user from the local community just logged in to discourse and cannot get the «+ New Topic» button at the header.
The header looks like this,

I asked the user to create the account in order to discuss an enhancement they found themselves.
It’s something that brings to GNOME Shell a handy feature from Unity.
