Mobile Enhancement GtkToggleButton in the settings app

Hello everyone,

since one could say (without any concrete numbers) that many if not most people use a notebook nowadays and the need for a battery and fan optimization has grown, would it be possible to add an additional vertical tab to the gnome settings app that inherits a GtkToggleButton for installing the TLP and powertop packages and activating/deactivating those?
Similar to the Ubuntu specific tab for the dock.
I think this would be a very welcome feature for “the average user”-type even if users who have a little terminal knowledge would not need this.

Though the results may vary after installing TLP and powertop, my personal experience on various notebooks from Dell, Lenovo and HP made an average 20-50% increase for battery life and decrease of fan noise.
