It looks like there is some kind of issue with IOMMU. When IOMMU is enabled in the BIOS, SATA initialization fails (Bug #2060709 “Kernel 6.8 and Gigabyte F2A88XM-D3H mainboard do n...” : Bugs : linux package : Ubuntu), and no disks are detected.
However, when IOMMU is disabled in the BIOS, everything works fine.
