Ubuntu is developed using launchpad.net, not github… some source trees have been moved over to GH for convenience, but they are mirrored over to launchpad where any actual package build actions take place (on GH there might happen any automated test builds etc)…
There should also not be a single ubuntu or canonical github repo that would allow merges without peer reviews so the chances that malicious code gets merged are really small.
