The Decibels apps has been added by GNOME to GNOME Core for GNOME 48. Decibels is an audio player app. However, it is a TypeScript app and packaging its dependency chain will be a large project. Therefore, I wouldn’t expect to see a Debian/Ubuntu package for it soon.
The GNOME Photos app was reintroduced to Debian and Ubuntu after a test case that failed with newer versions of gegl was disabled.
