Cloud-init SRU 22.3.4 released into Bionic, Focal, and Jammy

Canonical has finished Stable Release Update (SRU) validation of
cloud-init version 22.3.4 into Ubuntu Bionic, Focal, and Jammy.
It is currently available in the -updates repositories and will
make it into certified cloud images shortly.
