Cannot Modify Panel Launcher or Desktop Arrangement

Problem Description:

My issues are twofold.

  1. I can drag programs from the Applications Menu to the Panel. I can create new Application Launchers on the Panel by alt-right-clicking and choosing ‘Add to Panel’. I can delete launchers with alt-right-click > ‘Remove from Panel.’ BUT… once the launcher is created, I cannot MODIFY it. Any changes I make - i.e. icon, comments, anything - are not saved.
  2. On my Desktop… if I click on an icon, it’s not actually selected. I can double-click and it will open, but the icon never gets highlighted. Also, I can change the ‘Sort By’ parameter, but I Placement is permanently set to ‘Auto Arrange Icons.’ I am unable to change that to ‘Align Icons to Grid’ or to ‘Free’ (which I prefer). Those are disabled in the right-click menu.

I don’t know if these two issues are related or not, but…

Like I said, I am running Ubuntu 22.04 LTS - upgraded from 18.04 LTS (I think) - with gnome flashback installed as well as gnome tweaks.

I know my issues are usually one off, but I’m hoping someone else has seen this or has some idea on how to fix it. I’ve dealt with it for a couple of years, but it really is annoying!
