The Lubuntu download URL https://lubuntu.me/downloads/ seems to be broken. In any event I get a 404 Not Found error. I know this is not normal. Does anyone know what is happening?

There is indeed a broken link on the page. The “Desktop 64-bit” under the " 24.04.1 LTS (Noble Numbat)" heading is a 404.
This URL is wrong: https://cdimage.ubuntu.com/lubuntu/releases/24.04.1/release/lubuntu-24.04.1-desktop-amd64.iso
The https://cdimage.ubuntu.com/lubuntu/releases/24.04.1/release/ folder looks to be symlinked to Lubuntu 24.04.2 (Noble Numbat) as such the actual url is: https://cdimage.ubuntu.com/lubuntu/releases/24.04.2/release/lubuntu-24.04.2-desktop-amd64.iso
Works over here on a couple of servers.
I think as new point releases come up, I think using the previous point release in the directory structure becomes problematic.
We have now:
https://cdimage.ubuntu.com/lubuntu/releases/24.04.1/release/
before the ISO
What we should use is one of two things:
https://cdimage.ubuntu.com/lubuntu/releases/24.04/release/
Or
https://cdimage.ubuntu.com/lubuntu/releases/noble/release/
Then at least the link won’t 404 but just become outdated as we’ll need to change the file name of the ISO itself.
