I would not paste the whole journal into a bug manually. On the affected install, try ubuntu-bug mutter if the hiccup is the desktop scaling change itself; if apport says that is the wrong package, use ubuntu-bug gnome-shell. Add that it happens specifically when changing fractional scaling to 125%, plus whether the session is Wayland or Xorg with echo $XDG_SESSION_TYPE. The AppArmor lines for Edge are probably noise unless the hiccup only happens inside Edge.
