Ubuntu cannot log into TTY mode; the TTY login screen keeps refreshing repeatedly

I am using Ubuntu 20. Before encountering the issue, there was a power outage in the server room. After the power was restored, I booted up the system, but the following problem occurred: on the tty login interface, after entering the correct username and password, the system waits for a while, flashes briefly, and then returns to the login interface again. I have absolutely no idea how to troubleshoot this issue. Has anyone experienced the same problem?

Have you tried booting Recovery Mode?

First step would be to do an fsck on the filesystem.

I would also do some basic checks like disk usage, permissions, user shell, system logs like journalctl etc.
