This is now blocking systemd migration. Nick seems to be handling it. For now,
I just referenced an old Debian bug which seems related to the bug.
LP #2137191 sg3-utils — upstream 00-scsi-sg3_config.rules missing from distro package
There is an imported update here since this was last looked at: there is a
regression on the upgrade path from noble to resolute when users have ZFS
pools. The solution for the regression is not clear to me. Since I am unsure
how much we should bump the priority here, I tagged server-triage-discuss.
