All RC ISOs will say “Release”, but that doesn’t mean it’s final.
That information is controlled in the package base-files which must be in its final form at this time.
That is expected as I see it, the moment the RC or Release Candidates are produced… and notice of that was a number of days ago now
The first set of initial release candidate images for the 25.10 release are now building and will be available soon at: https://iso.qa.ubuntu.com/qatracker/milestones/475/builds
So please pick up your favorite flavor images, start testing, and submit test results on the tracker.

I’m agreeing with Erich, except I think of it as
“but that doesn’t mean it’s the final final”
as if a problem is detected with an RC/final; another is produced for retesting.
Key detail in your pasted was the date of the ISO; ie. 20251005 where you can view details on the ISO tracker and see the date of the latest or current final, ie.

which currently are 20251005 for many, 20251006 for others etc.
