Only the user clicked on an option with left key or middle key, scrolled the mouse button again, and then changed the content of the drop-down box.

This is not something the Ubuntu developers can change, so you need to target the upstream GNOME and gtk devs.

I would either try turning off VPN or perhaps choosing a different location.
They suggest sending them an email, which is probably the best solution.
