What is the ouput of:

lsb_release -a; sudo apt update

Thanks

That means Ubuntu is loading. If the version of Ubuntu has reached end of support life then it will not be possible to update it.

In support Ubuntu releases

You should seriously consider backing up your data and think about doing a fresh install of a newer version of Ubuntu.
