Translated package descriptions in Ubuntu have not been updated since the bzr retirement on Launchpad broke the DDTP workflow. The old process moved templates and translations between the archive and Launchpad Translations through bzr branches, and that transport is gone.
I have written a spec that describes how the workflow used to operate, what exactly broke, and how to restore it using Launchpad’s web upload and download forms instead of bzr.
