If editing a PDF offline is your goal then you have all the answers you need from your previous thread.
In the Linux world, there are lots of different distributions. For example, there are Arch, Debian, Red Hat, and many more.
Some distributions are derived from (or based on) other ones. We call this type of distribution a derivative.
For example, Fedora is a derivative of Red Hat. Ubuntu is a derivative of Debian. Mint is a derivative of Ubuntu. There are many more.
Some derivatives are very close to another, and we often call that type of distribution a flavour. For example, Lubuntu is a derivative of Ubuntu, but because it is so close to Ubuntu, we also call it a flavour of Ubuntu.
Each one is a distribution. So, Debian and Ubuntu are different distributions, even though Ubuntu is derived from Debian. Lubuntu and Ubuntu are different distributions, even though Lubuntu is a flavour of Ubuntu.

This are the only official derivatives supported. For any others (e.g. Linux Mint, an unofficial Ubuntu derivative often asked about but, again, unsupported) you can ask at Unix & Linux or, if available, the distroās own forum.
As you probably know sometimes the issue we face it has not so easy solution. This is that case.
The new issue I have now is different. If you see this pdf file on European Court of Human Rights it can not be saved to offline view : https://www.echr.coe.int/d/application_form_nld
But after several attempts, I managed to get around it.
First open the document in the print window and only then save as a pdf file from that window.
Even if this is a step forward because you can already save the document, it does not solve the problem that you can not then edit it in such an interactive way as it opens in a web browser.
In the browser every field is available to fill in and modify.
When I save as above I canāt really do that.
I wonder if that is possible at all?
That website is designed poorly. When I click the download button, I get the downloaded file, but itās just the error message that you mentioned.
You might want to contact the siteās technical team and raise a bug report.
Saving it by printing to PDF is pretty basic and now that youāve done that you need to pick an editor which brings us back to your original thread from last November.

I was very curious when I came across this thread. So I tried the usual things for such a case just to test it:

open it using opera, (message as in OP appeared), saved it, couldnāt open it either using document viewer, xournal, gimp!

open it using firefox (now with no message, I was able to see the document), save it, yet ditto as aboveā¦

open it using firefox, print it to file and voila! The document as it should have been.
Thanks for that, because I didnāt know that if the need arises, this should be a handy solution.
I didnāt try papers though, since I have ubuntu 24.04.
