PDF viewer may not be able to display this type of document

I have an issue:

I wanted to open and edit this document :

but I can not in any program I have available on my Linux computer. I get this kind of massage :

It looks like it is : XFA-based PDF form. XFA (XML Forms Architecture) or XFA Forms are a technology developed by Adobe Systems. XFA provides dedicated templates within fillable fields, which determine the form’s appearance and layout. Usually, XFA documents are created in Adobe LiveCycle.

Do you have any idea how to open and edit it?
I have tried here : https://get.adobe.com/reader/otherversions
but there is no Linux verssion.
