Opus is better than AAC?

In my experience, the question of which audio codec is “better quality” is extremely case-by-case. Among other things, it depends on the specific source audio, on which specific decoder and encoder you use, on what settings you use for each codec, and on how the listener perceives the results. It can even depend on what player you use to play the encoded audio files.

Try encoding your specific source audio file both ways and listen closely to determine which encoding makes that particular audio sound better quality than the other encodings to you.

There is no single universal right answer.
