Drivers do not get removed or added in Ubuntu LTS kernels, especially not with such minor version bumps, it is more likely that some dependency has not been installed due to you not using the correct metapackage or some such (i.e. many non-essential modules live in the linux-modules-extra-* packages nowadays, if you do not have the correct high-level metapackage installed you might not get all dependencies pulled in during an upgrade)
