Kubuntu doesnt recognize the keyboard

Hello, I have an Inspiron 15, and the keyboard isn’t being recognized. The volume, brightness, home, and end keys are being used as function keys (F1, F2, etc.). What do I need to do to get it to recognize the keyboard?

by the way, the language layout is ok

On my XPS13 I can select in the UEFI settings how the function key row comes up on boot and have them either act as Fx or Media keys, given yours is a dell as well, perhaps yours has a similar option in the UEFI/BIOS settings ?
