Just use GRUB for its intended purpose.
The technical answer: It depends on whether you remove the metapackage. Metapackage dependencies govern future updates.
- If you remove the metapackage, then you will remain on 6.14 forever, including long after security patches have ceased (bad idea).
- If you don’t remove the metapackage, then the system will eventually reinstall 6.17.
