With new releases the location of the Infra-red files required for systemd have now been relocated
from: /lib/udev/rc_remotes
to:
/usr/lib/udev/rc_keymaps/
There was no documentation anywhere relating to this change as far as I can ascertain. I hope this post helps others who have been searching for these infra-red remote files.

EDIT 4 Sep 25: It looks like they have been completely deleted from the main installations now, I have heard a rumor they are still available in the universe libraries, but where exactly I have no idea. For those who depend on these for their HTPC systems, before installing your new distro ensure you have a copy of your remote’s .toml file.
