a couple of weeks ago I had to remove freecad from my system, since during upgrades, it wasn’t available anymore. Still it is not available. Should I fill a bug report about it or it is “a process under construction” since we are still under development cycle?

It is still sitting in the proposed pocket, just be patient, it should move to universe eventually:
EDIT: looking at one of the build (amd64 here) infos it seems to be waiting for a bunch of other package dependencies that are not ready yet:
