Investigating an issue which causes noble → oracular desktop upgrade to fail - I believe only an issue specific to our infra upgrades though

Amendments and testing of a big MP with a bunch of fixes to the web charm
Deployed a third cloud worker unit - the load on each cloud worker was high enough to affect our throughput, so I added a third unit to mitigate this and spread the load.

Shorter week than usual due to PTO.

Chiselled OpenJDK:

Prepared PRs for openjdk-17 and openjdk-11
Split out harfbuzz PR and added an integration test
Added fixes to openjdk-21 PR - wrong dependency for tools slice, extra files in classescache slice.
Fixed pdfbox test for chiselled JRE

Rockcraft Gradle plugin:

implemented basic functionality (collects application output, runs jlink to create a runtime image, creates ROCK). Next step is to add support for berix jlink plugin if it is configured in the project.
