Do-release-upgrade for 25.04 -> 25.10 fails to exit if "Foreign Packages Installed"

Problem Description:
During upgrade from 25.04 to 25.10, via do-release-upgrade -d, the following was reported

Foreign Packages Installed 

...

Do you want to continue the upgrade anyways?

Continue [yN]

When I answered n the software spun for a while and then returned to the same message. I had to Ctrl-C to exit. After second try, I answered y and the upgrade proceeded without perceived problems.

I have an account on launchpad and started the bug-report process but OMG it’s too complicated now.

May be related to bug 2125602 as I had similar messages related to vtk I think.

What leads you to believe the behavior a bug? I’m not seeing it.

Looks like there are non-Ubuntu packages among that list.
So non-Ubuntu versions of the rest of the list seem credible.

For a good example of a seemingly non-Ubuntu package, please show us the complete output of apt policy libvkd3d-shader1

The bug is not the list of packages, but the response to “n” to continue.
When I responded with “n” to the prompt, do-release-upgrade would grind for a while and return to the same prompt. That is a bug.

This is a reminder that release upgrades to 25.10 are not yet supported.

If something didn’t work, it’s on you to fix. Furthermore, development of the release upgrader is ongoing during this time.

If you are trying to report a bug, this is the wrong venue.

Just to reply. The reason I attempteed the upgrade in early October was due to some indication on ubuntu.com that the release had happened. I don’t remember what that indication was. It could have been the schedule.

Upgrades get supported later, despite the release. Upgrades weren’t supported until October 29th. All of this information is in the release notes.
