Just to be on the safe side, do a dry run first:
sudo apt -s remove libcamhal-common

If there are no errors and as long as it wants to only remove that package and not critical files like system libraries or GNOME then you can run it without the -s flag.

Then run sudo apt --fix-broken install again.

Hopefully, this resolves the issue.

Assumption this is a Dell 7440 system with a MIPI webcam.
The MIPI webcam is used with these systems

Latitude 7340 Precision 5470 XPS 9315

Latitude 9430 Precision 5680

Try the command

sudo apt autoremove

That should remove all files that dependencies are no longer required. This will be a system-wide removal of all files (that longer provide dependencies) , which doesn’t harm the system.
Attempt to remove all the drivers for the camera you tried to install.
And remove the previous attempts with ppa’s as they are not working for you.
once completed type

sudo apt update

I would reboot after this

As I personally don’t enable any camera’s on my systems, rather quite the opposite.

I would attempt this first (which is a hyperlink in blue) Based on this support page from Dell using the lsusb identify camera and install driver section

I would attempt the above listed link first as I “think” it will provide the greatest chance of success.

Listed below is pretty much a last ditch “hail mary” from what I can assist with

I searched through Dell’s web site relating to the Dell 7440 /XPS 13 and Ubuntu 22.04 with webcam not detected . The information “seems” to be for the XPS 13 series, but may apply to yours (maybe)
Which a condition of your Intel kernel driver is out-of-tree that supports the webcam may exist.
and will need to manually re-stacked.
from a terminal window type

sudo add-apt-repository ppa:oem-solutions-engineers/oem-projects-meta

press enter, then type

sudo apt install oem-somerville-tentacool-meta

press enter, then type

sudo apt update

press enter, then type

sudo apt full-upgrade

press enter, then type

sudo systemctl poweroff

according to Dell’s website that should work, and if it does not then they recommend re-install the OS.

To reverse the above installation on the above ppa’s simply

sudo remove-apt-repository ppa:oem-solutions-engineers/oem-projects-meta

then

sudo apt remove oem-somerville-tentacool-meta

then

sudo apt update

then

sudo systemctl poweroff

I’ll scrounge around a bit more to see If I can find more information ( Dell is pretty good at providing information relating to their systems and Ubuntu, although they don’t always provide information for the latest and greatest release)

@rubi1200 and @1fallen look over this post and see if I have glaring errors in commands

I got a 9330 and 7340 both the MIPI camera is not working,
While using 22.04 tried this and worked fine:
sudo add-apt-repository ppa:oem-solutions-group/intel-ipu6
sudo apt install linux-modules-ipu6-generic-hwe-22.04 linux-modules-ivsc-generic-hwe-22.04
sudo apt install libcamhal-ipu6ep0
but after some update is not working again, now i do have 25.04 on both of them, not working either.

If the OP @hibarel follows the link I posted they may very well be using the exact commands or slightly differing than you provided

Which maybe closer to a solution than I have provided.
(as the 7340 and the 7330 seem (should?) to use the same hardware and common sense says the drivers would be the exact same)

works every time on 22.04.
