Also do you see anything useful in snap logs lxd -n 200, any stack trace maybe? If so could you please share that too?

Was this apps.tar.gz created with the same version of LXD, or a different one?
Thanks for the idea. Tried to import it using an old lxd (4.0) and it was successfully imported. Upgraded the snap lxd to 5.21 LTS and exported it again then import to my new instance and it worked.
