I’ve tried Ubuntu desktop (24.04.1 and 22.04.5), Lubuntu and Mint Cinnamon with the same results. Windows 10 installs. I can also get into command prompt from grub but I don’t know what to do there.
The motherboard was pulled from a working computer, memory passes memtest.
If you are able to make progress that way you could always install a GUI desktop later.
Another option to try: when you see the line Try or Install Ubuntu as you boot the USB, then press e to edit and find the line that says quiet splash. Add nomodeset after it then either Ctrl+X or usually F10 to continue the boot process.

Slight change after messing with bios, instead of a blank screen I get a blinking curser.
Adding nomodeset (linux /casper/vmlinuz — quiet splash nomodeset) gets me to a screen that says “Booting a command list” then a blinking curser. No progress after that.
I think the blank screen comes when I turn compatibility mode off, curser is with it on. Maybe isn’t relevant at all. I did the following with compatibility mode off

OK, so in my storage configuration I have:
SATA controller - Enabled
Sata Mode - AHCI
Sata agressive link power management - disabled
Hard Disk s.m.a.r.t. - enabled
ASmedia SATA3 mode - AHCI
acpi=off led to the same, booting a command list then blinking curser
noapic same as above
nomodeset acpi=off got me to an install screen!
Still not there though, it ended with “executing ‘grub-install /dev/sda’ failed. This is a fatal error” After that error I also got a message saying the installation was complete.
