You need to help us to help you. What computer operating system? What programs/applications? How were they installed? How are you trying to delete them?
We usually install and remove applications through a utility called a Software Center. Or, something like that. You have given us no information about this computer or the operating system running on it or the applications that you wish to delete.
Are you the main user of this computer? With Ubuntu there are two types of user. A standard user who cannot install or remove programs. And the main user who can work as a standard user but when needed has the authority to work as the administrator with the authority to add and remove programs and applications.
