Offline upgrade

A lot of people I know use Ubuntu. There are institutions which use Ubuntu but cannot get updates due to lack of internet. I was trying to find out if there is any offline upgrade option planned. ie, I insert 18.04 DVD ( when it comes out ) into an older version of Ubuntu and it will show a prompt for an upgrade, and allow upgrading from inserted DVD.

I ask this because a lot of Ubuntu maintainers I know are not technically smart enough to do other modes of upgrading, offline or online.

You mean, type apt-offline in terminal ?
